Gateway Chamber Alliance Announces Positions on November 2026 California Ballot Propositions

The Gateway Chamber Alliance (GCA), a coalition of regional chambers of commerce dedicated to supporting a strong business climate and economic vitality, has announced its positions on several measures appearing on California’s November 3, 2026, General Election ballot.
The Alliance’s positions address issues related to housing affordability, state fiscal policy, homeownership, government accountability, taxation, local government revenue, healthcare spending, and environmental review.
The Gateway Chamber Alliance has announced the following positions:
Proposition 1 — SUPPORT
Veterans and Affordable Housing Bond Act
Authorizes the state to borrow $11.25 billion through bonds to fund veterans’ housing programs and affordable housing initiatives, including housing assistance for lower-income households and first-time homebuyers.
Proposition 2 — SUPPORT
Increases the State’s Rainy Day Fund
Changes California’s budget reserve requirements and rules for paying down state debt. The measure is intended to increase state reserves and extend requirements for additional debt payments.
Proposition 4 — OPPOSE
Public Financing of Election Campaigns
Repeals the existing prohibition on public financing of election campaigns, allowing state and local governments to establish public campaign financing programs for candidates for public office, subject to specified restrictions.
Proposition 37 — SUPPORT
Homebuying Loan Program for Middle-Income Buyers
Authorizes up to $25 billion in revenue bonds to provide eligible middle-income Californians with fixed-rate loans to assist with purchasing qualifying newly constructed homes. The bonds would be repaid through homeowners’ loan payments.
Proposition 40 — OPPOSE
One-Time Tax on Certain High-Net-Worth Individuals and Trusts
Imposes a one-time tax of up to 5% on certain covered assets held by individuals and trusts valued above $1 billion. Covered assets include business interests, securities, art, collectibles, and intellectual property, with specified exclusions.
Proposition 41 — SUPPORT
Audits of Programs Funded by Special Taxes
Requires the California State Auditor to review programs funded by certain special taxes, including reviews before specified tax initiatives appear on the ballot and periodic audits of funded programs. The measure also changes how certain tax revenues are treated under the state spending limit.
Proposition 42 — SUPPORT
Prohibition on Certain New State Taxes
Prohibits new state taxes on the ownership or control of personal property, including financial assets, investment accounts, business interests, and intellectual property. It also restricts certain retroactive state taxes, subject to specified exceptions.
Proposition 43 — SUPPORT
Local Government Tax Approval Requirements
Changes the voter approval requirements for certain local government taxes, requiring a two-thirds vote for specified taxes that could otherwise be approved by a simple majority. The measure affects local governments’ ability to raise revenue for public services.
Proposition 44 — OPPOSE
Community Health Clinic Spending Requirements
Requires certain private nonprofit community health clinics to spend at least 90% of their annual revenue on healthcare services, establishing a minimum spending requirement for direct program services.
Proposition 45 — SUPPORT
