The Most Business-Friendly Coalition of Cities in California
On October 16, 2025, the four cities formalized their partnership through a Memorandum of Understanding establishing The BIG 4. This collaboration marks one of the first coordinated economic development partnerships of its kind in California, with cities aligning policies, incentives, and technical standards to attract and retain business investment.
The BIG 4 is an economic juggernaut. Collectively, The BIG 4 represents:
· An outsized industrial footprint. The four cities collectively account for approx. 6% of California’s total industrial square footage, and 24% of Los Angeles County’s industrial square footage in Southern California’s strategic cargo corridor
· 250 million square feet of industrial space
· Over 5 million square feet of retail, including the largest retail outlet mall in Los Angeles County
· 6 million square feet of suburban-adjacent office space
· More than 5,000 businesses
· 200,000 combined workforce
· High economic output. The four cities generate an estimated $33 billion in industrial economic output
· A production-driven workforce. Blue-collar workers comprise 72–84% of each workforce, and the four cities generate over 283 million in aggregate tax revenue, driven by manufacturing, logistics, and distribution activity
· The most robust utility availability in the region
· The most business-focused policies in the State
The BIG 4 came together to proactively strengthen their position and address the concern of businesses leaving the state.
